Budget 2027: Individual Tax Relief Rises to RM12,000. What It Means for You

For many Malaysians, the most welcome line in Budget 2027 is also one of the simplest. The basic individual tax relief goes up from RM9,000 to RM12,000, the first revision since 2010. That is an extra RM3,000 in relief for individual taxpayers.

Here is what the change means in practice, and what it does not mean.

What changed

The basic individual income tax relief has moved from RM9,000 to RM12,000. It is given automatically to taxpayers, and it applies from the 2027 year of assessment onwards. In practice, the relief applies to income you earn in 2027, which you will report when you file in 2028. Your 2026 income, filed in 2027, is not affected.

A common misunderstanding: it is not a RM3,000 refund

The extra RM3,000 is a relief, not a rebate. It lowers your chargeable income, which is the amount your tax is actually calculated on. It does not reduce your tax bill ringgit for ringgit.

How much you save depends on your tax bracket. As a simple illustration, if your top bracket is 18%, an extra RM3,000 in relief reduces your tax by about RM540 (RM3,000 × 18%). Higher earners in higher brackets save more, and those whose income is already covered by existing reliefs may see little or no difference.

Lower tax rates for middle-income earners

The relief increase comes with rate cuts. Resident individual tax rates fall by one percentage point for chargeable income of RM70,001 to RM100,000, and for RM100,001 to RM150,000. Under the changes, the first band drops to 18% and the second to 24%.

The government’s estimate is that the higher relief and lower rates together give up to RM1,600 in extra disposable income to about five million taxpayers. That is a ceiling for the most-affected group, not a figure everyone will see.

More expenses now qualify for relief

Budget 2027 also widens what you can claim. Postnatal care services are now covered under medical expenses, and caregiving expenses for parents and grandparents are covered beyond healthcare-related costs. Other new items were also reported, including AI subscriptions and pet-related expenses. Check the final legislation for the exact conditions and limits.

A note for high earners

The budget also strengthens the progressive structure of the tax system. A 30% rate will apply to income above RM1 million, instead of above RM2 million. If your income is near or above that level, it is worth reviewing your tax planning early.

What you can do now

  1. Plan for YA 2027, not just YA 2026. The new relief and rates apply to 2027 income, so there is time to organise your records and claims through the year.
  2. Keep your receipts. With more categories now claimable, good documentation matters more.
  3. Review your overall position. If you have rental income, investments, a business or a directorship, your total tax picture needs a closer look than the headline relief figure suggests.
  4. Confirm the details. Budget announcements are usually followed by the Finance Bill and LHDN guidelines. We will keep you updated as these are finalised.
