Budget 2027 reflects how Malaysians actually spend. Alongside the higher individual relief of RM12,000, the government has widened the lifestyle tax relief to cover AI software subscriptions and certain pet-related expenses.
What is new
Three types of expense have been added to the lifestyle relief:
- AI subscriptions. AI software and app subscriptions for personal use by the taxpayer, spouse or child. This covers paid tools such as ChatGPT and Gemini.
- Pet adoption. Adoption costs for pets adopted from registered animal shelters or centres.
- Veterinary services. Registered veterinary services for pet vaccination, and spaying or neutering.
The expansion applies from the 2027 year of assessment. You will not be able to claim these new items on your 2026 income, which you file in 2027.
What was already covered
The lifestyle relief already covers the purchase of reading materials, personal computers, smartphones and tablets, as well as internet subscriptions. The overall limit is RM2,500.
The RM2,500 limit still applies
This is the detail most people will miss. Based on the published tax measures, the new items fall within the existing RM2,500 limit. They are not a separate allowance on top of it.
If you already use most of your RM2,500 on a new phone or laptop, adding an AI subscription or pet vaccination may not increase your total relief. The change helps most when your existing claims leave room under the cap. Either way, it gives you more categories to claim within the same ceiling.
Why it matters
The government has said the AI relief is meant to promote digital literacy and encourage the use of AI to boost productivity and innovation. The pet measures recognise the rising cost of caring for animals, and may encourage more adoption from shelters.
For a working professional, freelancer or small business owner who pays for AI tools, this is a welcome acknowledgement of everyday costs. Note that the relief is for personal use. Subscriptions used for business purposes are treated differently and should be reviewed under business expense rules.
Still to be clarified
Not every detail is settled. Questions remain around which AI services qualify, how a “registered” adoption centre is defined, and what documents LHDN will require. Animal welfare groups have also pointed out that the definition of a registered centre will determine how well the measure works in practice.
Eligible expenses, supporting documents and claim limits remain subject to the tax authority’s guidance.
What to do now
- Start keeping records. Save invoices, receipts and subscription confirmations from 1 January 2027. For pets, keep vet invoices and adoption documents from registered centres.
- Track your RM2,500 usage. Note which expenses fall under lifestyle relief so you know how much room is left.
- Separate personal and business spending. If you use AI tools for work, keep personal and business subscriptions distinct.
- Wait for LHDN guidance before claiming. Confirm the eligibility criteria before you file for YA 2027.
